Honest answer: if the landlord sends a letter, you have to deal with it first. Talk to your neighbour and tell them the dog schedule, they might be more chill. Dog training: use the quiet command with a treat, do it when she barks and then rewards when she stop. Use a white noise machine when you leave, that is cheap.

Beagles bark, its normal. I dont recommend a bark collar, it can hurt them. Better: a white noise machine or radio when you leave, and walk her before people get to the hallway so she is tired.

I had the same with my Bengal. The thing that helped most was a sign on the door to not bother the dog and talking with the neighbour directly, so they knew I was trying. Dont just wait for the landlord.
