Nungning is 3 years old and he dont like to be brushed. Now he have some knots under his neck and behind the legs. I try to cut with scissor but he scratch me. Last time I took him to groomer he was very stressed. Is it ok to just cut the knots? I am worried about his skin.

Don't use scissors near the skin, cats skin folds easily and you can cut him. Use a wide tooth comb or a slicker brush, slowly, a few minutes a day, with treats. For the big mats, ask a groomer to shave only those spots, that is fine. Start with short brushing sessions every day so he learns to like it.
Mats under the legs are common in cats, especially the long haired ones. My advice: no scissors, try a comb with gloves. Also check the skin for red spots since fleas and bites can cause it.
