The dog next door barks from midnight until 4am almost every day. It is a small brown dog that is always tied outside. I already talked to the owner once but nothing changed. The soi is quiet so it gets really loud. Who should I call in Phuket, the village office or the police?

What helped us: write a short note with the times (I kept a log for 2 weeks: date, time, how long), then bring it to the village head or the tambon office. Usually they send someone to talk to the owner. Police only if you really cannot sleep. Ask for it to be recorded as a noise complaint, it helps later.
Also check if the dog is in pain or just bored in the sun. Still, it's the owner's job to take care of it, so a polite talk first is fine.
in my soi the dog barks also, I call village head is best. Maybe write letter with photo, they respect more than police. Police only if too late night and you cant sleep at all. Dont argue with neighbor directly.
Maybe try talk to the owner again with a short note, sometimes they don't know it's that loud. If nothing changes, go to the village head. They handle these things a lot.
Barking that late is not normal, the dog is probably bored or tied too tight. Village head first, then police if still no change.
