Phangan Animal Care for Strays (PACS)

Phangan Animal Care for Strays (PACS) is a non-profit animal hospital and rescue organization located in Koh Phangan, Thailand, founded in September 2001 by an Irish veterinarian named Shevaun Gallwey. Operating without any government funding, the facility relies entirely on donations and volunteers to support its mission of improving the welfare of the island's stray, wild, and temple animals.

The center provides critical services including life-saving medical treatment for injured animals—many of whom suffer from road accidents, open sores, and severe skin conditions—alongside humane sterilization programs and rabies vaccinations to keep Koh Phangan rabies-free. While the facility welcomes visitors during open hours, it functions primarily as a rehabilitation and treatment center rather than a commercial veterinary clinic or shelter.

Services for stray animals are provided free of charge, supported entirely by donations, sponsorships, and volunteer contributions. Operating costs are estimated at around ฿600 per hour. Wish-list donations include pet food, medical supplies, collars, leads, and general supplies.
